I AM directed by the Board of Trade to advert to your letter of the 23rd October, transmitting copy of a despatch from His Majesty's chargé d'affaires at Tokyo, on the subject of the proposed alterations in the sugar consumption tax.
In regard thereto I am to state, for the information of the Secretary of State for Foreign Affairs, that the Board, as at present advised, see no occasion for any action by His Majesty's Government in this matter; but they would suggest, for Sir E. Grey's consideration, that the views on this subject of the Government of Hong Kong might be obtained with advantage.
